Rwanda → EU at a glance

The EU treats Rwanda as a non-listed third country for pet travel. Because Rwanda is classified as high-risk for rabies, the EU requires a rabies titer plus a 3-month wait before your pet can enter. The same protocol applies to the UK — for pets from Rwanda, EU and UK rules look more alike than different.

The benefit of the EU route over the UK is fewer fixed customs fees and shorter cargo handling — Amsterdam, Brussels and Frankfurt are all efficient pet entry points. Once your pet has cleared the first EU port, onward Schengen travel is open.

The mandatory sequence

  1. ISO 11784/11785 15-digit microchip first. Implant before any vaccine.
  2. Rabies vaccination after the chip. Certificate must show the chip number.
  3. Wait 30 days, then draw blood for the rabies titer (FAVN or RFFIT).
  4. Sample to an EU-approved lab, result must be ≥0.5 IU/ml.
  5. Wait 3 calendar months from the blood-draw date.
  6. Within 10 days of travel: EU animal health certificate (Annex IV) issued by an Official Vet, endorsed by the Rwandan veterinary authority.
  7. Fly cargo to an approved EU Border Inspection Post.

  • Rabies vaccination record showing chip number, vaccine details, vet signature.
  • Rabies titer test result ≥0.5 IU/ml from an EU-approved laboratory.
  • Tapeworm treatment record (dogs only) if entering Finland, Ireland, Malta, Norway, or the UK — administered 24–120 hours before arrival.
  • Rwanda export permit + IATA crate.

Country-specific notes

  • Netherlands (AMS). Among the most efficient BIPs in Europe. Direct cargo from KGL via KLM, short clearance times, good ground-handling options to most EU destinations.
  • Belgium (BRU). Similar to AMS, slightly higher fees but reliable. Good onward connections to France, Germany, Luxembourg.
  • Germany (FRA, MUC). Strict on paperwork but predictable. Frankfurt has the larger cargo facility.
  • France (CDG, LYS). Charles de Gaulle is workable; provincial airports often re-route through CDG anyway.
  • Spain (MAD, BCN). Standard EU rules apply. Madrid-Barajas is the larger BIP.
  • Sweden, Finland, Ireland, Malta. Add tapeworm treatment for dogs (24–120 hours before arrival).

Frequently asked questions

  • How long does it take to move a pet from Rwanda to the EU?
    Minimum 4 months once you've started, because of the mandatory 3-month wait after the rabies titer. From a cold start (no microchip, no vaccines) plan for 5–6 months. The titer wait period is fixed and cannot be shortened.
  • Will my pet need to quarantine in the EU?
    No, provided you meet every requirement. The EU's rabies-titer + 3-month-wait protocol exists specifically to let pets from high-risk countries enter without quarantine. Miss a step and the pet is quarantined at your cost at the port-of-entry country's facility.
  • Do all EU countries have the same pet import rules?
    The EU sets baseline rules but member states can add their own. Sweden, Finland, Ireland, and Malta still require tapeworm treatment for dogs (24–120 hours before arrival). Italy and Spain typically don't. Always check the specific destination country alongside the EU baseline.
  • Can my pet land directly in my destination EU country?
    Pets from non-EU countries must enter the EU through an approved Traveller Point of Entry (TPE) or Border Inspection Post (BIP). The first EU port is where the inspection happens — internal Schengen transit after that is open. Common BIPs: Amsterdam (AMS), Brussels (BRU), Frankfurt (FRA), Paris CDG, Madrid (MAD).
  • What does pet relocation to the EU cost from Rwanda?
