Rwanda → South Africa at a glance
South Africa is one of the more straightforward destinations for pets from Rwanda — direct flights, short transit times, predictable DALRRD paperwork, and a working relationship between RwandAir and SAA on the cargo side. The cost is lower than EU/UK/USA routes because the flight is shorter and there’s no transcontinental cargo premium.
The main constraint is still the rabies titer: Rwanda is a high-rabies-risk country, so South Africa requires a titer drawn at least 30 days after the most recent rabies vaccine, processed at an approved laboratory, with a result of ≥0.5 IU/ml.
Documents South Africa requires
- DALRRD import permit. Issued by the Department of Agriculture, Land Reform and Rural Development. Apply 4–6 weeks before travel; valid for the specified date window.
- Veterinary health certificate issued in Rwanda within 10 days of travel, endorsed by the official Rwandan veterinary authority.
- Rabies vaccination certificate. The chip number must be on the certificate; vaccine administered after the chip was implanted.
- Rabies titer result ≥0.5 IU/ml from a DALRRD-approved laboratory, drawn ≥30 days after the rabies vaccine.
- Parasite treatments. Internal and external parasite treatments (ticks and tapeworm) within 14 days of travel, recorded with product name and date by the attending vet.
- ISO microchip. Required, implanted before the rabies vaccination.
- IATA-compliant travel crate + Rwanda export documentation from RAB.
The right order to do everything
- Microchip first (ISO 11784/11785, 15 digits).
- Rabies vaccine — administered after the chip is in.
- 30-day wait, then draw blood for the rabies titer.
- Apply for the DALRRD import permit 4–6 weeks before travel.
- 14 days before travel: internal and external parasite treatments.
- Within 10 days of travel: health certificate, vet examination, official endorsement in Rwanda.
- Travel day: Cargo handover at Kigali, flight to JNB or CPT, DALRRD inspection at port of entry.
Cost breakdown
- Cargo flight Kigali → JNB or CPT: USD 800–1,500.
- Rabies titer + lab fees: USD 200–400.
- IATA crate: USD 100–400.
- DALRRD permit + vet fees in Rwanda: USD 300–500.
- South African customs / clearance: USD 150–300.
Total: USD 1,800–3,500. This is the cheapest of the major destination routes from Kigali by a comfortable margin.
Common issues on this route
- Parasite treatment window missed. The 14-day window is strict — too early and it’s invalid, too late and the certificate doesn’t cover it.
- Titer from a non-approved lab.South Africa only accepts results from DALRRD-approved labs. Local Kigali labs typically aren’t on the list — the sample needs to be shipped to an approved facility.
- Permit issued for the wrong dates. The DALRRD permit specifies an arrival window. If your flight slips outside it, you re-apply — which adds weeks.
- Routing through a transit country with rabies rules. Direct Kigali → JNB is cleanest. Stopovers in Kenya or Ethiopia are fine for transit but verify airline policy.

Frequently asked questions
How long does it take to move a pet from Rwanda to South Africa?
Around 4–5 months minimum because South Africa, like the EU, requires a rabies titer and a 30+ day wait between vaccination and the titer draw. The DALRRD import permit takes 2–4 weeks. From a cold start (no chip, no vaccines) plan for 5 months. What is DALRRD and why does it matter?
DALRRD is South Africa's Department of Agriculture, Land Reform and Rural Development — the authority that issues pet import permits and enforces the veterinary checks at the port of entry. Your import permit must be issued before the pet boards the plane; without it the airline won't accept the booking. Will my pet need quarantine in South Africa?
Pets from Rwanda do not require kennel quarantine provided every requirement is met. South Africa instead enforces strict pre-import testing — rabies titer plus parasite treatments — that effectively replaces quarantine. Failure to meet the requirements means the pet is held at the airport or returned at owner's cost.Where can my pet land in South Africa?
OR Tambo International Airport (JNB) in Johannesburg is the primary port of entry, with the largest veterinary inspection facility. Cape Town International (CPT) is also approved. Other airports may require special arrangements with DALRRD in advance. What does pet relocation to South Africa cost from Rwanda?
Budget USD 1,800–3,500 all-in — significantly cheaper than EU/UK/USA because of the shorter cargo route. Cargo USD 800–1,500, rabies titer USD 200–400, IATA crate USD 100–400, vet and permit fees USD 300–500, South African customs USD 150–300.Can I take my pet on RwandAir or South African Airways from Kigali to Johannesburg?
Both airlines accept pets as cargo on the Kigali–Johannesburg route. RwandAir operates direct flights, which is the simplest option. SAA codeshares may require connections. In-cabin pet travel is not typically permitted on these routes — cargo is the standard.
